Bo Kimbrough is the Founder and CEO of SkyePoint Decisions. He has over 20 years of experience in the Federal IT systems integration industry focusing in the areas of enterprise architecture, secure mobility, information assurance, and program management.

Before founding SkyePoint Decisions, Bo was Principal and Executive Vice President of True North Solutions’ Federal Government Operations, responsible for its overall establishment, strategic direction, and operation. True North achieved significant success in its first five years of business and was ultimately acquired by American Systems Corporation.

Prior to joining True North Solutions, Bo spent several years with Electronic Data Systems, Inc. (EDS) as Senior Consultant. He worked with a number of Federal agencies including the U.S. Air Force, U.S. Department of Education, U.S. Immigration and Naturalization Service, and the U.S. Postal Service, leading multiple efforts involving operational and financial consulting, business process reengineering, and product development. Additionally, he was engaged in the role of Design Engineer working with the U.S. Air Force, creating a secure, enterprise-wide network management solution that was successfully deployed globally.

Prior to joining EDS, Bo worked as a Management Consultant with American Management Systems working with a division of the Department of Defense, designing a globally deployed software-based system.

Bo has an MBA from Virginia Polytechnic Institute and State University, with concentrations in Finance and Information Technology.

Kristen Wheeler is the Executive Project Manager for SkyePoint Decisions serving as the primary point of contact for the Founder and CEO. She is responsible for the coordination, management, and execution of special projects. She also handles high-level administrative tasks, manages the CEO’s calendar, provides FSO support, and plans all charitable and social events for the company.

Kristen is highly skilled at ensuring that the office of the CEO runs effectively and efficiently. She brings over 15 years of administrative, management, and customer service experience to the position.

Prior to joining SkyePoint Decisions, Kristen worked with Fairfax County Public Schools Office of Adult and Community Education.

Christopher Giusti is the Chief Financial Officer (CFO) of SkyePoint Decisions. He is responsible for leading the company’s financial strategy and operations, corporate development, as well as all back-office infrastructure. Christopher brings over 25 years of experience in achieving outstanding business results focused on public sector IT markets including over 15 years as CFO.

Throughout his career, he has provided leadership both in the market as well as the back office serving clients including CSX, BellSouth, Department of Defense, Department of State, Department of Agriculture, Department of Homeland Security and Federal Aviation Administration.

Prior to SkyePoint, Christopher was the Vice President of Corporate Strategy for CSSI, a technical services provider focused on the government and commercial aviation community. While at CSSI, he led multiple efforts across the business driving profitability, building corporate assets, and establishing a services portfolio.  His experience also includes work with Capgemini Government Solutions where he served in key roles by planning, launching and building Capgemini Government Solutions entrance and growth in the US public sector market. He provided leadership across every business function including sales, delivery, and support which included multiple C-level roles.

Beginning his career with GE Aerospace, Christopher served on test teams in a near-real time, data intensive operational environment. His experience also includes Lockheed Martin where he supported concept, requirements and prototype development of advanced systems across multiple providers. He also worked at Ernst & Young where he facilitated post-merger integration and strategic analysis in the transportation and telecommunications industries.

Christopher has an MBA from Duke University and a Masters in Systems Engineering from Virginia Polytechnic Institute.

As Chief Strategy Officer, Heather Conigliaro is responsible for executing corporate strategy and ensuring all lines of business are adhering to the corporate strategy and collaborating with the CEO in setting and driving organizational vision and strategy.

She brings nearly 20 years of experience in the federal sector which includes business management, contract administration, customer, and project management.

Prior to joining SkyePoint Decisions, Heather was a Project Manager at CACI where she led a team of IT professionals at the Library of Congress. She was responsible for managing all internal operational processes, as well as customer and subcontractor relationships. While at CACI, Heather provided Project Management support for government program managers within TSA for all acquisition and financial functions for the PMO in the Systems Innovation Division.

Prior to CACI, Heather worked at Northrop Grumman as the Business Manager for the IDIQ Program Management Office. While at Northrop Grumman, she also worked on several large programs providing financial analysis and proposal support for multiple agencies including the Department of Defense and the Department of the Treasury.

Heather is PMP certified and has experience managing complex projects with multiple stakeholders while building partnerships with the customers she supports. She has strong leadership skills and is steadfast in her commitment to supporting our customers, key agency management, and partner relationships.

Heather has a Bachelor’s degree from The University of Texas at Austin.

Jason Weaver is SkyePoint’s Chief Technology Officer.  Previously, Weaver served as the company’s Chief Solutions Officer. As CTO, Weaver works to expand and manage SkyePoint’s technical direction, along with the Director of Technical Solutions.  Weaver proactively develops solutions to solve clients’ emerging challenges in this ever-changing era of technology and continues to grow the company’s talented workforce.

Jason brings over 24 years of experience in IT with 15 plus years leading high-performance IT teams. His strengths include solid analytical and leadership skills with expertise in information security, compliance, and technology infrastructure.

Prior to joining SkyePoint Decisions, Jason was an Associate Director with the Public Company Accounting Oversight Board (PCAOB). During his tenure with the PCAOB, he was responsible for developing strategies to address organizational objectives with IT and business leadership. He was responsible for an operations budget that comprised 33% of the overall IT budget.

Before the PCAOB, he was the lead Senior Security Consultant for True North Solutions at the U.S. Department of State. He provided in-depth knowledge of security architecture design, planning, and implementation. He also provided security guidance and governance to application development, network infrastructure, and IT systems groups. In addition, Jason developed requirements, evaluated products, architected solutions, and implemented design for several security related initiatives.

Jason has multiple professional training certifications that include Certified Information Systems Security Professional (CISSP), PCAOB internal training, and the American Management Association.

Heather Newlin is the Chief Operating Officer at SkyePoint Decisions. She has over 25 years of experience in government contracting, leading delivery and growth teams across federal, defense and intelligence agencies.  Heather’s recent focus includes cybersecurity, enterprise IT, and software development.

Before coming to SkyePoint, Heather collaborated with CEOs as their COO or as strategic advisor, helping them navigate the transition from small business to the lower middle market and served as General Manager leading $100-200M P&Ls at Northrop Grumman, BAE Systems and Jacobs.  Starting her career as a systems engineer, Heather brings a strong understanding of technology and a rigorous approach to her operational decisions.

Outside of work, Heather serves on the Asante Africa Foundation Board of Directors as CFO. She is a key advisor to ensure actions align with strategy and operations keep pace with growth. Heather had the privilege of traveling to Kenya and Tanzania seven times in the last ten years for global board meetings and evaluations of program impact.

Heather earned a BSEE from Purdue University, an MSEE from the University of Southern California and an MBA from the University of California, Berkeley. She holds patents for voltage regulation circuits, presented at technical and leadership conferences from MILCOM to SWE and has a YouTube channel focused on corporate growth.

Terri Pond is the Director of Human Resources and Talent Acquisition for SkyePoint Decisions. In this role, she is responsible for the full range of HR services and support including employee relations, communications, professional and career development, performance management, compensation and benefits, diversity and inclusion, recruitment and retention, workforce optimization, and compliance.

Terri brings over 20 years of executive leadership experience in Human Capital and Talent Management, compensation and benefits, back-office operations, corporate branding, marketing communications, investor relations, quality management systems, contracts, federal security, and compliance with several federal government contractors focused on IT product solutions, professional services, and human capital management. Additionally, she has over 10 years of senior management experience and 12 years of progressive growth experience with commercial corporations in CONUS and OCONUS manufacturing, logistics, purchasing, production control, inside sales, customer service operations, and international sales event planning including trade shows and incentive programs. Prior to her private sector career, Terri served 8 years in the public sector as a claims adjudicator for the Social Security Administrator and social worker for the City of Roanoke.

Terri has her Bachelor’s degree in Political Science from Virginia Tech.

Rob Cotton is the Vice President of Growth for SkyePoint. He leads our BD, Capture, and Proposal teams in pursuing opportunities, qualifying, developing, and collaborating with partners to win new business. He builds winning industry teams and ensures SkyePoint maintains a strong, trusting relationship with its customers. Rob is responsible for developing and maintaining a robust pipeline of opportunities. And he works closely with customers to identify ways SkyePoint can help them meet their mission and ensure all the appropriate strategic services of the company are effectively presented to clients.

Rob brings more than 30 years of experience in both the commercial and government sector, including 20 years supporting Federal government IT programs, and more than 15 years addressing the needs of the DHS. As a seasoned business development executive, he has successfully won work across diverse federal clients including DHS (CBP, ICE, TSA, HQ), DOJ (FBI), HHS (NIH and FDA), Commerce (USPTO), and Treasury (IRS).

Prior to joining SkyePoint, Rob has held business development leadership positions for such companies as Capgemini, Ernst & Young (EY), and Sevatec. Rob is a member of Capgemini’s ACES (Achieving Consistent Sales Excellence) Platinum program recognizing the company’s top sales performers globally for business he won at Department of Homeland Security (DHS), which included multiple wins at CBP, ICE, and HQ. At Ernst & Young, he was responsible for EY’s successful entry into DHS by creating, driving, and closing opportunities with Immigration and Customs Enforcement (ICE) and with DHS Office of Management (HQ).

In the commercial sector, Rob was a Principal and Technology Practice Leader in management consulting and worked with thought leaders in the fields of go-to-market strategy and competitive intelligence. Rob was responsible for leading teams to develop complete go-to-market strategies and plans, refine channel strategies and organizations, and value proposition development for top companies in the technology space – Oracle, IBM, Citrix, HP, among others. For these clients, Rob ensured that all results were practical, actionable, and sales focused. As a recognized leader in go-to-market strategy and competitive analysis, Rob was a frequent speaker at various industry events such as American Marketing Association annual conferences and chapter meetings as well as many client-sponsored events. Rob led and facilitated Advanced Partnering Workshops for clients and brokered more than thirty partnerships between companies offering complementary products, services, and solutions.

Jerry Evans is the Capture Director for SkyePoint, serving as the Account Executive for Defense and Intel for SNR Government IT Services. In this role, he is responsible for developing a strategic pipeline around our recently acquired Small Business Defense Vehicles, which include the Army ITES-3S and RS3 and DLA JETS 2.0.  In this role he will be engaging directly with clients on pursuits strategic to the company and driving meaningful growth and diversification into the Army, DLA and other Defense agencies. Jerry works closely with our Chief Growth Officer (CGO) and our Leadership Team to execute a realistic, deliberate new business pipeline initially focused on the Department of Defense (DoD). He is responsible for qualifying opportunities, creating win strategies, building partnerships, and developing and executing capture plans for the company to win prime contracts under our new DoD contract vehicles.

In addition, Jerry will be supporting our CGO in the development of a more robust Capture and Gate Review process to implement a structured and repeatable process to identify, qualify and capture both tactical and strategic opportunities, within the DoD and then the Intelligence agencies.

Jerry brings over 20 years of Capture Management, Business Development and Proposal Development experience within the Department of Defense (DoD) and Intelligence arena, coupled with 24 years as an Imagery/All Source Analyst and 15 years of Program/Project Management, system engineering, analysis, design and requirements development within the DoD and National Intelligence Arena. Additionally, he is a published author in the area of Business Development and Capture with an eBook available on Amazon, titled “Capturing Federal Contracts as a Small Business”.

Prior to joining SkyePoint, Jerry was the Senior Executive, Corporate Capture for IT Coalition.  While at IT Coalition he was responsible for developing a strategic Air Force pipeline around their current Air Force DCGS Prime Contract and a DHS PACTS II Capture pipeline for upcoming recompetes due to the 3-year extension. Prior to IT Coalition, Jerry was the Business Development Account Executive, Air Force and Intel at IntelliDyne. Responsible for helping diversify the company into the larger DOD (Air Force initially and then Army) and the Intelligence Agencies. Jerry’s background also includes various Senior Business Development and Capture positions at both large, and small businesses, including Sr. Director, Growth Account Lead Air Force at Engility (Now SAIC); Sr. Director, Business Development and Capture at AECOM; Vice President, Business Development at VARIQ; Vice President, Capture and Business Development at IIA; and Vice President, Strategic Capture and Business Development at Kingfisher Systems.

Jerry started his corporate career, after retiring from Naval Intelligence, as a Systems Engineer and DoDAF Architect at Hughes Defense, Raytheon, and Lockheed Martin. While at Lockheed he transitioned into project and program management and before moving into the Business Development and Capture field, he was the Sr. Program Manager and Deputy Director for all of Lockheed’s Information Assurance and Cyber Security Division in Elkridge MD, running NSA’s largest IA and Cyber Security contract for the Information Assurance Directorate (IAD).

Jerry has a Bachelor’s and Master’s degree in Computer Science from Canterbury University.

Jeremy Adams is the Director of Technical Services for SkyePoint Decisions.  In this role, he is responsible for leading and managing software and application development initiatives to expand SkyePoint’s capabilities. Jeremy has over 20 years of experience in technical leadership and software development, including 10 years supporting state and federal government organizations. He has been a key role in building custom systems for the Virginia Department of Education, Virginia Department of Social Services, and Virginia Department of Veteran Services in the areas of deidentified federated data analysis, certification and training management, and service delivery management.

Prior to joining SkyePoint, Jeremy was a Technical Lead at Customs and Border Protection’s (CBP) Passenger Systems Program Directorate (PSPD) where he provided development services and software architecture guidance toward furthering its national security mission. Previously he worked for Virginia Polytechnic Institute and State University as a Data Analyst in the university’s data warehouse supporting and maintaining ETL processes, data visualizations, and ad hoc queries.  He was also a Project Manager, System Engineer, Database Administrator, and Developer for the Institute for Policy and Governance in the College of Architecture and Urban Studies.

Jeremy has a Bachelor of Science degree in Business Information Technology with a concentration in Decision Support Systems from Virginia Polytechnic Institute and State University.

Stephen Fulmer is the Senior Proposal Manager for SkyePoint Decisions.  In this role, he is responsible for leading and managing the creation of compliant and compelling proposals in response to requests including RFIs, RFPs, and BAAs from U.S. Government Agencies.  Stephen is responsible for delivering high quality and high scoring proposals that result in awards.

Stephen brings over 15 years of experience as a Shipley trained/APMP certified Federal Civilian/DoD contracts proposal expert.  He specializes in bringing together teams to develop integrated solutions that score highest and withstand protest.  He has wins yielding significant earned revenue from complex federal IDIQs, single-award, and task order (TO) procurements. Stephen has varied project management experience as each proposal is managed as a separate project. He is also adept in coordinating and communicating across various business teams on contractual and programmatic issues/concerns for upcoming tracked procurements as a critical component of business development strategy.

Prior to joining SkyePoint Decisions, Stephen was the Senior Proposal Manager for METIS Solutions, a PAE Company.  At METIS, he managed moderate to high-complexity RFx responses to Federal clients. He provided high quality, end-to-end professional management of the proposal process and led the associated virtual team with preparation of the RFx response.  Previously, he was a Federal Proposal Manager for Hewlett Packard Enterprise.  In this role, he managed bid lifecycles, cross-functional resources, and partner management while ensuring compliance. Stephen’s background also includes key Proposal Manager positions with HP and KONTEK Industries.

Francisco (Frank) Quinones is the Business Development Operations Manager for SkyePoint Decisions. Frank supports end-to-end Business Development activities including proposal development, marketing, research, training, operations, partner engagement, and customer outreach; providing NITAAC with a strong Point Of Contact (POC) to resolve issues and address all program management functions that may be required in support of SkyePoint’s CIO-SP3 SB contract and task orders under the contract.

On a broader scale, Frank, as a key member of the SkyePoint Growth team, supports the overall development of collateral/advertising (both print and online), opportunity shaping, proposal execution, and our overall corporate strategy; strongly advocating for the marketing and use of the CIO-SP3 SB contract wherever possible.

Frank brings nearly fifteen (15) years of business development, analysis, marketing, and operational experience supporting both large and small companies providing IT solutions to federal government customers.

Frank holds both a Bachelor of Business Administration, with a concentration in Industrial Management, and a Master of Business Administration (MBA), with a concentration in Marketing, from the University of Puerto Rico.

Melanie Fetters is the Program Analyst for SkyePoint Decisions providing administrative support for the management of all SkyePoint Programs and Employees. In this role, Melanie is responsible for maintaining and managing the Corporate communication plan and reporting requirements, site staff forecasted hours, and on-boarding and off-boarding for all site staff.

Melanie directly supports the Chief of Corporate Operations and Corporate Delivery Manager as well as the Leadership Team on Corporate initiatives and projects. Melanie also supports Corporate business and employee growth and development on behalf of the organization.

Raquel Inca is SkyePoint’s Human Resources Generalist and directly supports the Human Resources Director. Raquel performs administrative services and records management for HR Information Systems, conducts new hire orientations, manages onboarding and offboarding processes, and supports benefits administration, employee relations, and payroll operations. Raquel also administers SkyePoint’s employee perks/recognition programs and is actively involved with team-building activities, event planning, and charitable giving programs.

Raquel has her Bachelor’s degree in Communications and Public Relations from George Mason University.
