Founder & CEO

Bo Kimbrough is the founder and CEO of SkyePoint Decisions. He has over 20 years of experience in the Federal IT systems integration industry focusing in the areas of enterprise architecture, secure mobility, information assurance, and program management.

Before founding SkyePoint Decisions, Mr. Kimbrough was Principal and Executive Vice President of True North Solutions’ Federal Government Operations, responsible for its overall establishment, strategic direction, and operation. True North achieved significant success in its first five years of business and was ultimately acquired by American Systems Corporation.

Prior to joining True North Solutions, Mr. Kimbrough spent several years with Electronic Data Systems, Inc. (EDS) as Senior Consultant. He worked with a number of Federal agencies including the U.S. Air Force, U.S. Department of Education, U.S. Immigration and Naturalization Service, and the U.S. Postal Service, leading multiple efforts involving operational and financial consulting, business process reengineering, and product development. He was also engaged in the role of Design Engineer working with the U.S. Air Force, creating a secure, enterprise-wide network management solution that was successfully deployed globally.

Prior to joining EDS, Mr. Kimbrough worked as a Management Consultant with American Management Systems working with a division of the Department of Defense, designing a globally deployed software-based system.

Mr. Kimbrough has an MBA from Virginia Polytechnic Institute and State University, with concentrations in Finance and Information Technology.


Christopher Giusti linkedin_128
Chief Operating Officer

Christopher Giusti is the Chief Operating Officer (COO) of SkyePoint Decisions. He is responsible for overseeing the business operations for the company as well as positioning the company to maintain current contracts and capture new prime/subcontract revenue streams.  Christopher brings over 25 years of experience in achieving outstanding business results focused on public sector IT markets. Throughout his career, he has provided leadership both in the market as well as the back office serving clients including CSX, BellSouth, Department of Defense, US Dept. of Agriculture, Dept. of Homeland Security and Federal Aviation Administration.

Prior to SkyePoint, Christopher was the Vice President of Corporate Strategy for CSSI, a technical services provider focused on the government and commercial aviation community. While at CSSI, he led multiple efforts across the business driving profitability, building corporate assets, and establishing a services portfolio.  His experience also includes work with Capgemini Government Solutions where he served in key roles by planning, launching and building Capgemini Government Solutions entrance and growth in the US public sector market. He provided leadership across every business function including sales, delivery, and support which included nearly 10 years in C-level roles.

Mr. Giusti began his career with GE Aerospace serving on test teams in a near-real time, data intensive operational environment.  His experience also includes Lockheed Martin where he supported concept, requirements and prototype development of advanced systems across multiple providers. He also worked at Ernst & Young where he facilitated post-merger integration and strategic analysis in the transportation and telecommunications industries.

Mr. Giusti has an MBA from Duke University and a Masters in Systems Engineering from Virginia Polytechnic Institute.

Chief Financial Officer

Jeri Harden is Chief Financial Officer and is responsible for the company’s corporate finance and administrative operations. She brings more than 25 years of extensive finance, human resources, and business operations experience to the SkyePoint Decisions team.

Prior to joining SkyePoint Decisions, Ms. Harden served as Vice President of Finance and Administration for Three Pillar Software, where she was responsible for all corporate back office operations. Before Three Pillar, she was COO at Clarity Group LLC, performing consulting services for multiple IT and government contracting companies.

Prior to her role at Clarity Group, Ms. Harden was appointed President of True North Solutions, Inc., following the sale of the company’s commercial business division, with the primary objective to revitalize the government business and manage the interface with the commercial business buyer during transition. During this time, Ms. Harden grew government revenues to record levels and maintained sole decision-making authority within the areas of sales, marketing, finance, human resources, information technology and administrative affairs.

Ms. Harden was co-founder of Century Technology Group, a holding company for various IT Internet/network security companies, and also served as its Senior Vice President, Administration and Marketing. Her responsibilities included finance, administration, human resources, payroll, facility management, investor relations, and marketing for several companies, as well as the worldwide administrative management of 150 consultants working in over 32 countries around the world.

Prior to founding Century Technology Group, Ms. Harden was Ethics and Policy Administrator at Raytheon’s E-Systems Division, responsible for assisting in the implementation, training, and communication of the Raytheon E-Systems Ethics Compliance Program. Additionally, she served as a key member of Raytheon E-Systems Human Resources Department where she was involved with college recruiting, corporate staffing, and new employee processing.

Before joining Raytheon, Ms. Harden held a variety of marketing and administrative positions with Fiserv, Inc., Citicorp Information Resources, and Xerox Corporation.

Ms. Harden has a Bachelor’s degree in Business Administration from the University of Connecticut.



Heather Pickney Conigliaro linkedin_128
Vice President of Operations

Heather Pickney Conigliaro is the Vice President of Operations and is responsible for overseeing the day-to-day business of all program related matters to include recruiting and organic growth opportunities.  She brings over 12 years of experience in the federal sector that includes business management, contract administration, customer, and project management.

Prior to joining SkyePoint Decisions, Heather was a Project Manager at CACI where she led a team of IT professionals at the Library of Congress.  She was responsible for managing all internal operational processes, as well as customer and subcontractor relationships.  While at CACI, Heather provided Project Management support for government program managers within TSA for all acquisition and financial functions for the PMO in the Systems Innovation Division.  Prior to CACI, Heather worked at Northrop Grumman as the Business Manager for the IDIQ Program Management Office.  While at Northrop Grumman, she also worked on several large programs providing financial analysis and proposal support for multiple agencies including Department of Defense and Department of the Treasury.

Heather is PMP certified and has experience managing complex projects with multiple stakeholders while building partnerships with the customers she supports. She has strong leadership skills and is steadfast in her commitment to supporting our customers, key agency management, and partner relationships.

Ms. Conigliaro has a Bachelor’s degree from The University of Texas at Austin.



Albert R. “Ray” Schmidt linkedin_128
Executive Vice President

Ray Schmidt is responsible for SkyePoint Decisions’ integration partner relationships and interactions and the management of its various contractual obligations. He brings over 30 years of broad business experience focusing on technology and enterprise operations management in startup and high growth environments.

Prior to joining the SkyePoint Decisions team, Mr. Schmidt founded and was Managing Director of I.T. for In The Clear LLC, a technology management consulting firm delivering technology strategy, security, and compliance services to the SMB market.

Mr. Schmidt was the founding Chief Information Officer of the Public Company Accounting Oversight Board (PCAOB), responsible for the strategy, architecture, design, development, and deployment of the Board’s information technology from inception through steady-state. In this role, he delivered the rapid, congressionally mandated startup of the Board’s technology services enabling oversight of the auditing profession following the audit failures at Enron, Worldcom, and Global Crossing as well as the successful delivery of Board’s internal technology operations.

Prior to joining PCAOB, Mr. Schmidt utilized ISO 17799 and 9000 processes to secure, stabilize, and re-architect internal technical operations at RS Information Systems (RSIS) to successfully support the company’s transition from the SBA 8a program.

Mr. Schmidt also held senior management positions at business intelligence technology firm MicroStrategy, where he was responsible for technology architecture and operations from near inception through IPO enabling corporate growth from 20 to over 600 employees and revenue increase from <$5M to over $100M in four (4) years. Additionally, at MicroStrategy’s business unit, he was responsible for the creation, implementation and ongoing services delivery of the business unit’s 24x7x365, personalized, information delivery platform.

Prior to MicroStrategy, Mr. Schmidt held both management and technical positions with E-Systems (now a Raytheon company) and began his career at scientific mainframe manufacturer Control Data Corporation.
